Security & Intelligence Program Services
Phacil works up to the highest clearance levels in the Information Security field. Phacil creates secure infrastructures and systems to protect vital, sensitive and classified information. Phacil services range from architecture review and system accreditation to engineering, configuration and maintenance of perimeter security devices. This includes implementation of Intelligence Community, National Institute of Standards and Technology (NIST), and Department of Defense (DoD) 8500.2 requirements. Our personnel aid agencies in the transition of legacy accreditation to current standards. Phacil assists customers in the full scope of defense in-depth – creating, implementing and maintaining a secure infrastructure.

| Information Assurance (IA) |

Phacil provides technical and administrative support conducting Defense Information Assurance Certification and Accreditation Process (DIACAP) activities and procedures. Tasks performed by Phacil have included architecture design, security review, standards implementation, policy and process definition, certification and accreditation testing, risk reports, and support for type and site accreditations. In addition, our IA subject matter experts provide security engineering, network engineering and agency level consulting to CIOs, and have improved existing accreditation processes. Phacil conducts and supports Test & Engineering (T&E) and provides input for enterprise security, transition and testing for Major Automated Information Systems (MAIS). |

| Freedom of Information Act/ Privacy Act (FOIA/PA) |

Phacil currently performs FOIA/PA document review at the highest levels of classification. Our document reviewers use expertise of FOIA/PA exemptions to safeguard exempt information from release and redact information from agency records, while citing appropriate exemptions and applying FOIA/PA statutes, and respond to requestors concerning agency disclosure determinations.

| Declassification Reviews |

Phacil performs on-demand Document Declassification Review and Mandatory Document Review (MDR) in accordance with Executive Order (EO) 12958 and 13292. In addition to the aforementioned EOs, Phacil document reviewers possess comprehensive knowledge of the DoD, Director of Central Intelligence Directive (DCID), and Foreign Ownership, Control or Influence (FOCI). Many of our personnel possess key backgrounds in military or government intelligence.

| Public Key Infrastructure (PKI) |

Phacil provides identity and access management (IDAM) solutions, including single sign-on (SSO), integrated with PKI software and Common Access Cards (CACs), which meet Homeland Security Presidential Directive (HSPD) Personal Identity Verification (PIV) requirements. Phacil customizes SSO solutions to secure customer communications and access to infrastructure components such as websites, portals and servers, thereby minimizing system risk. Phacil uses a range of technologies including Oracle Access Manager, Smart Cards/ CACs, MS Active directory, MS Exchange and MS Server 2003.

Security Management Support |

Phacil’s security management support personnel assist in clearance management, information security, operations security (OPSEC), personnel security, and security training; we also support special security offices (SSOs) and physical security programs. Phacil performs vulnerability assessments (VA), assists with administering special access program (SAPs), and manages security databases. Phacil personnel possess active clearances, as well as current investigations, many with polygraphs.
