| Acquisition Planning/ Pre-Award |

Phacil performs all phases of acquisition: planning, pre-award, and contract management. This includes developing acquisition strategy and strategic sourcing options; analyzing the effectiveness of acquisition programs; providing recommendations for improvements as appropriate; conducting market research; and preparing solicitation documents (i.e., Statements of Work, Statements of Objectives, Performance Work Statements). Phacil acquisition planners are knowledgeable with contracting concepts, and public contract acquisition regulations (e.g. FAR, DFAR). |

Tasks include developing technical documentation and acquisition strategy; developing evaluation criteria such as technical capabilities, cost, years of relevant experience in various areas and past performance ratings; developing rankings for the evaluation criteria; and compiling results of each team's evaluation for presentation to senior source selection officials. |
