Phacil provides Acquisition Planning/ Pre-Award services, Contract Management, Source Selection Planning, Proposal Evaluation, Post-Award Contract Management, Procurement & Logistics, Spend Analysis & Financial services, and IT Procurement & Technical Analysis/Support services to multiple agencies. Phacil’s acquisition professionals work with all Government contract types on a daily basis applying comprehensive knowledge of the acquisition lifecycle including funding, contract management, and FAR, DFAR, and agency specific guidelines.

| Acquisition Planning/ Pre-Award |

Phacil performs all phases of acquisition: planning, pre-award, and contract management. This includes developing acquisition strategy and strategic sourcing options; analyzing the effectiveness of acquisition programs; providing recommendations for improvements as appropriate; conducting market research; and preparing solicitation documents (i.e., Statements of Work, Statements of Objectives, Performance Work Statements). Phacil acquisition planners are knowledgeable with contracting concepts, and public contract acquisition regulations (e.g. FAR, DFAR). |

Phacil’s contract management support services includes analyzing new laws, regulations, and contract trends for potential impact on contract policy and processes; identifying, developing, and implementing new contract policies and processes; preparing draft task orders; and continually identifying process improvements. Phacil interacts with vendors in support of multiple agencies to ensure overall acquisition success for the government.

Phacil assists in source selection planning for various government agencies. Tasks include developing evaluation criteria such as technical and cost; developing rankings for the evaluation criteria; and compiling results of each team's evaluation for presentation to senior source selection officials.

Phacil is well versed in forecasting price trends and cost analysis. Using sophisticated contracting techniques, Phacil analysts are experienced in the preparation of complex financial arrangements including sharing arrangements such as cost-plus-incentive-fee and fixed-price-incentive-fee. To maximize contract performance, analysts build in financial arrangements that provide multiple incentives.

Phacil provides technical management of commercial hardware and highly technical weapons systems, recommends process improvements, and provides consultation to various customers. Technical teams procure IT equipment, general-purpose hardware, and software for DoD customers and provides technical support for these items.
