Overview
Phacil is a subcontractor to SRA International for work at the Missile Defense Agency (MDA) under the GSA FEDSIMS contract. One part of the contract, which Phacil has completed, was for Information Assurance (IA), specifically the technical and administrative support conducting Defense Information Technology Security Certification and Accreditation Process (DITSCAP) activities and procedures for MDA mission systems.

Phacil led and supported efforts for MDA’s mission of providing strategic national defense capability. The Company was part of the Missile Defense National Team (MDNT) and was tasked with security development encompassing both type and final System Security Authorization Agreements (SSAA) for the Command and Control, Battle Management, Communication (C2BMC) component of the Ballistic Missile Defense System (BMDS). BMDS’ mission, in the event of a missile attack, is to perform, plan, control and execute Global Missile Defense functions. Phacil personnel also aided regional commands with generation of Site SSAAs to operate the C2BMC element. The specific program duties performed by Phacil included a review of designs, standards, policies and processes to define, coordinate and maintain certification.

Technologies Supported
In this Information Assurance project, Phacil engineers applied their extensive knowledge of networking (LAN/MAN), database development (Oracle), operating systems (Win 2000, XP, Unix, Linux), Web/application servers (MS-Exchange 2000 and 2003, and SQL Server), and security hardware (SideWinder). They also used tools (Cheops, Nessus, Saint, NMAP, and Retina) to identify vulnerabilities and provide remediation, and tested various systems (JADE, JRE, C2BMC, FBX-T, and ADSI).

Results
The Phacil Team’s experience with Command, Control, Communications, Computers and Intelligence (C4I), as well as their security experience, helped create a unique and comprehensive Requirements Traceability Matrix (RTM), utilizing industry best practices and DoD security certification metrics. Phacil, utilizing the NSA sponsored IA Technical Framework (IATF), created custom security controls, allowing senior commanders to fully utilize C2BMC system functionalities in a secure environment. Phacil ensured specific and appropriate IA controls were integrated throughout the development and entire lifecycle of C2BMC. With expertise in Test and Evaluation, Phacil aided in efficient and comprehensive system testing during the verification and validation phases, and aided MDA with mitigation of any residual risks associated with the system.

Related Experience
Phacil personnel on this contract built their DITSCAP experience from prior military work, while IA Analysts worked such projects as NIPRNET, SIPRNET, SCI (JWICS), and Special Access Program accreditation, WAN network management, security management, continuity of operations, cyber investigation, C4I systems, and IA service level training. Phacil personnel bring experience covering all lifecycle management from design through operations and maintenance.
