Doc Murdock - VP
Eugene "Doc" Murdock

NCR Senior Program Manager
Mr. Murdock joins Phacil after 20 years in the United States Air Force, where he served as a NCOIC of Information Management for the Air Force ROTC Detachment 175 at the University of Hawaii. He later joined the Directorate of Intelligence, Surveillance and Reconnaissance Deputy Chief of Staff, Air and Space Operations as the NCOIC of Executive Service, Force Development and Plans Division. Prior to joining Phacil in 2003, Mr. Murdock acted as the Superintendent of Information Assurance and Information Management for the Joint Personnel Recovery Agency. He has 20+ years experience in Information Security and Management.

Mr. Murdock received his Bachelor of Sciences degree in Computer Science from Hawaii Pacific University and his Masters Degree in Information Systems from Strayer University. He can be reached at Phacil’s Washington, DC Office.

Robert Cottingham - VP

Senior Program Manager
Mr. Shoemaker’s illustrious career includes 20 years in executive management and technical positions in communications and information technology companies. He co-founded DisasterSOS, a leading provider of next generation on-demand Disaster Management Services. Prior to DisasterSOS, he was President & CEO of Send Word Now, an on-demand emergency alerting and response service. Mr. Shoemaker has served as Executive Vice President of Business Development at ITXC Corp, a VOIP network communications carrier and as Vice President & General Manager of AT&T WorldNet Service. He spent several years at AT&T Bell Labs focused on network operation systems and software architecture assignments, working on large government contracts including the FAA, US Postal Service and the Department of Defense.

Mr. Shoemaker possesses a Bachelor of Science in Mathematics from Manhattan College, a Masters in Computer Science from the University of Southern California, an Executive MBA from The University of Michigan School Of Business, and he is a member of Phi Beta Kappa academic honor society. Leonard Chartraw - VP

Mr. Chartraw comes to Phacil after 36 years in senior management for the Stockton Terminal & Eastern Railroad, Defense Distribution Depot San Joaquin (DDJC), Defense Distribution Center (DDC), and the Defense Logistics Agency (DLA). As a Senior Program Manager with Phacil, Mr. Chartraw runs Phacil’s GSA contract at Sharpe Army Depot in Stockton, CA and at the Hickam Air Force Base and Schofield Barracks in Honolulu, HI.

Mr. Chartraw received his Associate of Arts Degree from San Joaquin Delta College, with several Business/Technical courses at Management Engineering College (Rock Island Arsenal, Rock Island, IL), Naval Support Activity Mid-South Navy College (Technical Training Program, Millington, TN), Defense Resource Management Center (Denver, CO), Department of Agriculture, Department of Labor, and Defense Logistics Agency. Michael McDermott - VP

Business Development
Mr. McDermott comes to Phacil with both military and private industry experience. During his time with the Marine Corps, Mr. McDermott worked in Signals Intelligence Communications and Security with tours in Guantanamo Bay, Camp Lejeune and Headquarters Marine Corps. His government contracting experience includes time with Titan Systems, Carley Corporation and CSC. Mr. McDermott was the Director of the Marine Air Ground Task Force (MAGTF) Integrated Systems Training Center (MISTC), Information Assurance Subject Matter Expert for the Marine Corps and an Information Analyst for the Department of Homeland Security (DHS) before coming to Phacil. He started with Phacil at the Missile Defense Agency (MDA) as an Information Assurance Analyst before moving over to Business Development. He can be reached at Phacil’s Washington, DC Office.

Roxann Aguirre - VP
Roxann Aguirre-Catuna Director
Finance & Accounting
Ms. Aguirre-Catuna joined Phacil in April 2006. She has held various positions of increasing responsibility in Accounting and Finance with several government contractors, namely Sandis, Parati and ENV America. As Director of Finance & Accounting at Phacil, Ms. Aguirre-Catuna’s responsibilities include financial reporting and forecasting, pricing and procurement. In addition, she plays a key role supporting new business opportunities across the organization.

Ms. Aguirre-Catuna has successfully led Phacil’s accounting system conversion to Deltek – a conversion for which Phacil was recognized as a finalist in the Deltek project excellence awards. She holds a Bachelor of Science in Business Management from San Jose State University with a concentration in Management and International Business. Ms. Aguirre-Catuna can be reached at Phacil’s

Rafael Collado - Co-Founder

Mr. Collado is a successful engineer and IT systems executive, specializing in the telecommunications and IT industries. Mr. Collado has founded, built and sold three companies, including: Inabox, acquired by register.com in 2000, BERN Associates, Inc., sold to Prime Cellular in 1996, and Sigma Research, acquired by FastComm Communications in 1993. Mr. Collado also founded Protocom Devices, which he took public in 1985.

Mr. Collado was instrumental in the development of Frame Relay technology and the introduction of MonoFRAD technology to customers including Pacific Bell, US West and GTE. Mr. Collado also developed network management and diagnostic systems, designing X.25 and IBM compatible communications processors for the US Government and private companies.

Mr. Collado was an Associate Professor in the Electrical Engineering Department of The Cooper Union Institute in New York, and he attended the Polytechnic Institute of Brooklyn where he majored in Electrical Engineering. Mr. Collado can be reached at Phacil’s Chesapeake, VA Office.

Sascha Mornell - Co-Founder

Mr. Mornell comes to Phacil from register.com, where he served as Senior Vice President of Sales and Marketing. At register.com, Mr. Mornell grew the company from 2 employees to a public company in 2000 with over 220 employees, which was taken private again in 2006 for $200 million.

Mr. Mornell has extensive business operations, brand marketing and sales experience. Mr. Mornell managed all of register.com's operational business units, including business development, corporate services, indirect sales, advertising and public relations. He had P&L responsibility for generating in excess of $80 million in annual revenue. Mr. Mornell also worked in product marketing and brand building at the National Basketball Association. Prior to the NBA, Mr. Mornell worked in Japan as a Marketing and New Product Development Manager for Dreyer's, Japan.

Mr. Mornell graduated cum laude from UC Berkeley and holds an MBA from Harvard Business School. He can be reached at Phacil’s West Coast Office.
