Tom Shoemaker
President & Chief Operating Officer

Mr. Shoemaker’s illustrious career includes 20 years in executive management and technical positions in communications and information technology companies. He co-founded DisasterSOS, a leading provider of next generation on-demand Disaster Management Services. Prior to DisasterSOS, he was President & CEO of Send Word Now, an on-demand emergency alerting and response service. Mr. Shoemaker has served as Executive Vice President of Business Development at ITXC Corp, a VOIP network communications carrier and as Vice President & General Manager of AT&T WorldNet Service. He spent several years at AT&T Bell Labs focused on network operation systems and software architecture assignments, working on large government contracts including the FAA, US Postal Service and the Department of Defense.
Mr. Shoemaker possesses a Bachelor of Science in Mathematics from Manhattan College, a Masters in Computer Science from the University of Southern California, an Executive MBA from The University of Michigan School Of Business, and he is a member of Phi Beta Kappa academic honor society. |

Michael McDermott
Executive Vice President

Mr. McDermott comes to Phacil with both military and private industry experience. During his time with the Marine Corps, he worked in Signals Intelligence Communications and Security with tours in Guantanamo Bay, Camp Lejeune and Headquarters Marine Corps. His government contracting experience includes time with Titan Systems, Carley Corporation and Computer Sciences Corporation (CSC).
Mr. McDermott was the Director of the Marine Air Ground Task Force (MAGTF) Integrated Systems Training Center (MISTC), Information Assurance Subject Matter Expert for the Marine Corps and an Information Analyst for the Department of Homeland Security (DHS) before coming to Phacil. He started with Phacil at the Missile Defense Agency (MDA) as an Information Assurance Analyst before moving over to Business Development. |

Eugene "Doc" Murdock

Mr. Murdock joins Phacil after 20 years in the United States Air Force, where he served as a NCOIC of Information Management for the Air Force ROTC Detachment 175 at the University of Hawaii. He later joined the Directorate of Intelligence, Surveillance and Reconnaissance Deputy Chief of Staff, Air and Space Operations as the NCOIC of Executive Service, Force Development and Plans Division. Prior to joining Phacil in 2003, Mr. Murdock acted as the Superintendent of Information Assurance and Information Management for the Joint Personnel Recovery Agency. He has 20+ years experience in Information Security and Management.
Mr. Murdock received his Bachelor of Sciences degree in Computer Science from Hawaii Pacific University and his Masters Degree in Information Systems from Strayer University. |

Sholeh Esmaili-Montoya
Vice President Human Resources & Recruiting

Ms. Esmaili-Montoya comes to Phacil with extensive experience in Human Resources and Recruiting. Her career began in the non-profit sector where she spent several years at organizations such as the Lincoln Child Center and Fred Finch Youth Center. Currently, as Vice President, HR & Recruiting, Ms. Esmaili-Montoya is responsible for the strategic and operational development of all Human Resource initiatives for the Company and ensuring the Company’s commitment to excellence. She manages the HR and Recruiting team responsible for legal compliance, recruitment and retention, benefits and compensation, performance management, employee relations, and training and development.
Ms. Esmaili-Montoya possesses a Bachelors degree in Sociology from San Diego State University, a Masters in Public Administration from California State University at Hayward, an HR Management Certificate from UC Berkeley Extension, and a Professional Human Resources (PHR) Certificate. She is also an active member of the Society for Human Resources Management (SHRM). |

Rob Maupin

Mr. Maupin has over 20 years of high technology experience, including over 10 years in executive management positions. Prior to joining Phacil, he operated his own consulting firm, N+1 Technology, LLP, where he provided product development and engineering support and management advisory services. At New Road Health, he steered companies through all phases of start-up, revitalization, turnaround and growth, and was responsible for all aspects of technology and product development. At Catalis, he set up secure architectures for electronic medical records. Mr. Maupin acquired considerable experience at ISP/Hosting companies including Sprint Internet Passport, Interland, and Earthlink. The latter two companies were each at the time the second largest small business hosting company in the world and the second largest ISP, respectively. At Earthlink he managed and grew the customer base of less than 20,000 business class hosting customers to over 150,000 customers in two years.
Mr. Maupin possesses a Bachelor of Science in Finance with a Minor in Computer Information Systems from Missouri State University, and certifications from the Project Management Institute (PMI) and ITIL in V3 Foundation. |

Randy Randazzo

Mr. Randazzo has a record of success with information technology and consulting companies that spans over three decades. In the government contracting arena he has worked in program management and proposal management for the Departments of Agriculture, Energy, Defense, Army, Air Force and the FAA, among others. He previously was a Principal in Step Change Management LLC where he focused on leading merger integration programs involving up to 44,000 employees. Mr. Randazzo served as VP and General Manager of Thomson Consulting, an organization consisting of over 150 IT professionals in eight offices providing leading edge content management solutions. He was a co-founder of Route Master, which provides electronic commerce capabilities to the transportation industry. He spent 21 years with Andersen Consulting (now Accenture) including 11 years as a Partner, focused on serving manufacturing and transportation clients.
Mr. Randazzo possesses a Bachelor of Science in Computer Science from the University of Southern Mississippi and an MBA from the University of Texas at Austin. |

Brian Edwards
Vice President Enterprise Solutions

Mr. Edwards comes to Phacil with over 31 years of experience in managing commercial software projects in the Telecommunications and Information Technology industries. At Telcordia Technologies, he held a number of management positions, spanning the entire Software Development Life Cycle. He was responsible for the end-to-end implementation of highly scalable, highly available, real-time transaction processing engines and applications. In addition, Mr. Edwards led Telcordia’s migration of its commercial Operations Support System (OSS) products to a Service Oriented Architecture, architected/program managed the deployment of Telcordia’s SaaS business, and managed the development of Telcordia’s Work Force Management/ Technician Access solutions. Prior to Telcordia, he worked for IBM, heading up the IBM Network Management Solutions organization which provided solutions and services based on IBM’s TMN Netview Platform. At Bell Telephone Laboratories, he served in a number of development, system engineering and management positions.
Mr. Edwards received his Bachelor of Science degree in Applied Mathematics from West Virginia Wesleyan College and his Master of Science degree in Computer Science from Stevens Institute of Technology. |

Mark McKenna
Controller

Mr. McKenna joins Phacil with over 20 years of corporate experience in the government contracting arena, with an extensive background in new system implementation. Over the past 15 years he has been the Controller for federal government contractors, including Delta Resources Inc. and DTI Associates Inc. At the Pension Benefit Guaranty Corporation (PBGC), he worked as the Premium Accounting System Operations Manager, collecting over $1.2 billion dollars annually from 50,000 defined benefit plans. In his earlier experience, Mr. McKenna also served as the Accounting Manager for Ben & Jerry’s Homemade and the U.S. operations of Pluess Staufer Industries.
Mr. McKenna received a Bachelor of Science in Business Administration from the
University of Colorado, an MBA from Fairleigh Dickinson University in New Jersey
and furthered his studies in Economics at New York University. He is a Certified
Public Accountant and a member of the Greater Washington Society of CPAs. |

Rafael Collado

Mr. Collado is the Co-Founder of Phacil. Phacil has received a number of recognitions, including rankings on Inc. Magazine’s Top 500/5000, Washington Technology’s Fast 50, Washington Business Journal’s Top Government Technology Contractors and SBA Business of the Year.
Mr. Collado has founded, built, managed and sold three companies, including: Inabox, a web-based software company dedicated to web site creation tools acquired by register.com in 2000, BERN Associates, Inc., a company that provided Internet consulting, network services and content development tools to telephone companies that was acquired by Prime Cellular in 1996, and Sigma Research, a software company acquired by FastComm Communications in 1993. Mr. Collado also founded and was CEO of Protocom Devices, which he took public in 1985.
Mr. Collado was an Associate Professor in the Electrical Engineering Department of The Cooper Union Institute in New York, and he attended the Polytechnic Institute of Brooklyn where he majored in Electrical Engineering. |

Sascha Mornell

Mr. Mornell is the Co-Founder of Phacil. Phacil has received a number of recognitions, including rankings on Inc. Magazine’s Top 500/5000, Washington Technology’s Fast 50, Washington Business Journal’s Top Government Technology Contractors and SBA Business of the Year.
Previous to Phacil, Mr. Mornell worked for register.com, where he served as SVP of Sales & Marketing. He grew register.com from 2 employees through a successful IPO that raised $125 million in proceeds for the company and a market capitalization of over $800 million. Mr. Mornell also worked at the National Basketball Association and Dreyer's, Japan in Tokyo. Mr. Mornell has served as an advisor/investor to several small businesses, including Osmio (acquired by Aramark), Markmonitor, AW Media and others.
Mr. Mornell graduated cum laude from UC Berkeley and holds an MBA from Harvard Business School.
