Introduction
Phacil acts as the prime contractor on NAVAIR Lakehurst’s Communications, Navigation and Identification (CNI) Common Support Equipment (CSE) Program Management Support contract. NAVAIR provides engineering, development, testing, evaluation, and management capabilities to deliver readily-available airborne weapons systems for the US Government. Phacil supports NAVAIR in their mission to “develop, deliver, and sustain aircraft, weapons, and systems on time and on cost with proven capability and reliability so they succeed in every mission and return safely home.” Through a combination of support, management and evaluation, our team successfully executes the Navy and Marine Corps agenda for mission operations. Phacil performs services ranging from assistance with daily administrative tasks to providing technical support for complex CNI equipment and procedures administered by the Navy. Additionally, we coordinate, analyze and evaluate Navy programs to meet the requirements and performance goals of NAVAIR and its investors.

The Challenge
With a pressing need to supply Navy and Marine Corps warfighters with essential equipment, NAVAIR needed a fully-integrated team to provide consistently high-caliber service while remaining ever-vigilant of the taxpayer’s dollars.

Services Provided and Technologies Used
Our personnel complete routine daily tasks, carefully scrutinize procedures, optimize equipment and systems operation, and suggest improvements as necessary. Our team members execute financial and technical analyses of data to provide program and project budgets, cost-benefit analyses, and progress reports. We provide Program Management products which uphold the Naval Air Warfare Center, Aircraft Division, Lakehurst (NAWCADLKE) code and perform Technical Evaluation (TECHEVAL) processes to simplify procurement of necessary equipment. We streamline interagency coordination by facilitating communications between NAVAIR, its customers, government officials, and industry representatives. Phacil employees create and conduct surveys and reviews to reach the utmost levels of compliance, competence, and efficiency.

Our team accomplishes the management-identified agenda, including the preparation of acquisition plans, project schedules, funding requirements and analysis, risk management assessments, and Support Equipment Recommendation Data (SERDs).  In support of the governmental Support Equipment (SE) databases, Phacil computes, incorporates, and reviews input information.  As a result of a Phacil employee’s suggestion, Team personnel began a system for cataloging and monitoring the status of projects systematically, in order to synchronize team communication and evaluate performance.

We have implemented our ISO 9001:2008-registered methods, which deliver reliable, systematic results through an architecture of Quality Assurance practices.  Phacil’s effective, cost-efficient methods meet or exceed NAVAIR requirements and support strategies for mission operations.  By executing well-documented procedures through a customer-centric lens, our workforce supplies results of the highest caliber to our Warfighters.

Results
Phacil’s certified standards presuppose a high level of responsiveness and commitment to our customer, and our proven procedures yield dependable results for our client. Phacil and NAVAIR team members worked together to achieve on-time and under-budget services, while guaranteeing high-level deliverables to our client. In the contract’s first year, the team was 2.8% under ceiling; the following year we grew savings to 14.5% of estimated costs.

Phacil provides the federal government with an optimal workforce that has flawlessly integrated into the NAVAIR environment. We employ cross-trained team members who understand their obligation to exceed customer expectations and deliver superior management, continuous monitoring, and constant improvement of NAVAIR systems and procedures. A NAVAIR Project Manager (PM) writes, “The contractor has been proactive in reducing the personnel turnover rate, and the outstanding individuals in place now…feel important to the company and highly motivated to continue supporting the customer under this contract.”

Our team members demonstrate our Quality Mission every day by providing exceptional service to our customers in service of our country. When Phacil employees identify a critical need, they take initiative to complete the project. For example, an employee realized the need to meet a deadline for a testing program, so he worked on a Saturday to finish the task on-time.

NAVAIR Lakehurst management continuously provides positive feedback and accolades on the effort and accomplishments of their Phacil personnel. One PM praised a pro-active Phacil employee for clarifying requirements for a Navy program, ultimately saving hundreds of hours on a test program, and allowing the Navy to deploy required systems earlier than planned. “Just wanted to pass on another example of the ‘Boy Wonder’ taking a project and getting it done.” Phacil employees are admired for their reliability, organization, timeliness, and initiative with numerous projects.

A NAVAIR PM extolled another Phacil employee’s research and accomplishment of a plan to reduce Navy spending on equipment, ultimately saving the government $15,000, and more importantly, preventing a six-month delay in the availability of needed resources. With a client such as NAVAIR, Phacil personnel understand the need to improve operating practices in order to advance the capabilities of the Navy and Marine Corps.

Our Contracting Officer perhaps summed it up best: “They keep finding more ways to be valuable.”
